Mr. Gash, a bill to encourage tbe sale of State bonds and for other purposes, referred to tbe Committee on Finance. t , Mr. Leach, a bill to establish a Board ol Regents for the University and the Male Col leges of the State, referred to the Committee on Education. Mr. Leach said he had been requested to introduce the bill by a distin guished gentleman, the President of Trinity' College, that had finally gained high dis tinction and was now in a prosperous condi tion. That gentleman was the author of the bill, the verbiage of which, had been slight ly changed in a few particulars. The opin ion of tlie President of Trinity was entitled to great weight on all subjects pertaining to Education. A message was received from the Ilouse, proposing a Joint Committee on Federal Relations. Not agreed to. On motion of Mr. Gash, the rules were sus pended, and the bill to construct a Peniten tiary was taken up and made the special or der for Monday night, at 8 o'clock. UNFINISHED BUSINESS. The bill to raise revenue-was taken up and read by sections, sundry amendments were adopted, and the bil)assed its second read ing. On motion of Mr. Wiggins, it was t made the special -order for Monday at 12 o'clock. On motion of Mr. Adams, the rules were suspended, and the bill to amend the Con stitution of the State was taken up and made the special order for "Wednesday next. On motion of Mr. Wiggins, the Senate ad journed until to-morrow 10 o'clock. HOUSE OF COMMONS.. Raleigh, February lo. The House was called to order at 10 o'clock, A. 31. n Mr. Kenan, from the Judiciary Committee reported back, favorably, a bill to acBend an act, to regulate oaiaries ana reus, ana a bill to repeal an act establishing a Boardpf Commissioners of Navigation for the Port of Ocracoke, &c; unfavorably, a bill to empow er the Superior Court Judges to hold special terms. Mr. Waugh, from the Committee on : ad journment, reported a resolution to hold Evening Sessions, from and after Monday next, asking its-passage. . Mr. Moore, of Hertford, offered the follow ing resolution, which was adopted: " WnEREAs, His Excellency, the Governor, in the discharge of his official duties, did commission and send to the authorities at Washington city, men, eminent for intelli gence and position, to confer with the Exec utive and Legislative department of the Federal Government, on matters and things touching the future well being of our people, and, whereas, this General Assembly may be called on to pass upon propositions con coctedand matured by the friends of order and constitutional liberty there, and where as, a majority of these commissioners are now in Raleigh, ready and willing, doubt less, to communicate to tbe members of the Legislature the. result of their observations j in the Federal Capital. ' The bill passed its second, and then its third reading. SPECIAL ORDER. ; A bill to authorize the Western Railroad Company to extend its line across the N. C. Railroad to the Virginia line, near Mt. Airy, was put on its third reading, amended and passed. . ON CALENDER. Bills to incorporate Black Rock Lodge Masons; in relation to dormant judgments; to lay olf and establish the new county of Vance; (lrom portions of Jlacon and Chero- kee) and a bill to amend an act authorizing the establishment of County Work Houses, ! passed second and third readings.
